Back in 2016, New York City enforced a rule where pets could only ride the subway if they were “enclosed in a container and carried in a manner which would not annoy other passengers”. Granted not everyone has a chihuahua or yorkie where their pup can fit in their purse, so New Yorkers made their way around the rule and there are (thankfully) photos to prove it!
